The Framers selected Congress to issue the call [for a convention of states] because it was a convenient central entity. The mandatory duty to call is clearly not a legislative function, but an executive one. It is not exercised on behalf of the federal government, but on behalf of the applying state legislatures. It is, moreover, ministerial in nature, and therefore should be enforceable judicially.
