Convention of States team has identical joint resolutions working their way through the Virginia General Assembly’s House of Delegates and Senate in Richmond: House Joint Resolution (HJ) 49 and Senate Joint Resolution (SJ) 31.
If passed, we will remove a common objection we hear to our Article V resolution: uncertainty about how the General Assembly will choose, instruct, and constrain the commissioners it selects to an Article V convention.
Both resolutions have been referred to their respective chamber’s Rules Committee. In the House Rules Committee, HJ49 has been further delegated to Subcommittee #2. That subcommittee’s members are:
House Dist. | First Name | Last Name | Capitol Phone** | District Phone
1 | Terry G. | Kilgore | (804) 698-1001 | (276) 386-7011 | DelTKilgore@house.virginia.gov |
65 | R. Lee | Ware | (804) 698-1065 | (804) 598-6696 | DelLWare@house.virginia.gov |
66 | M. Kirkland | Cox (Ex-Officio) | (804) 698-1066 | (804) 526-5135 | DelKCox@house.virginia.gov |
74 | Lamont | Bagby | (804) 698-1074 | (804) 698-1074 | DelLBagby@house.virginia.gov |
76 | S. Chris | Jones (Chair) | (804) 698-1076 | (757) 483-6242 | DelCJones@house.virginia.gov |

It is critical for COS supporters—especially if you are from a subcommittee member’s district—to contact these delegates now, preferably both by phone and by email. Let them know you want them to vote HJ49 out of the committee and on to a full House vote.
When you call and write, point out that this resolution only establishes commonsense rules and procedures that will be evenhandedly applied. It does not commit legislators to any proposed constitutional amendment. It is neutral ideologically and should receive bipartisan support, from conservatives and liberals alike.
The same thing applies in the Senate, although there the Rules Committee has not assigned a subcommittee. The Senators on the Rules Committee are:
Sen. Dist. | First & MI | Last Name | Capitol Phone** | District Phone
2 | Mamie E. | Locke | (804) 698-7502 | (757) 825-5880 | district02@senate.virginia.gov |

It’s crunch time, Virginia! Make those calls. Send those emails. We do not know when HJ49 or SJ31 will come up for a vote, and it is likely to happen with little or no warning. So, flood the zone now before we miss our opportunity. Do it today!
