DRAFT CHARTER
Texas Vets4COS (TXV) Coalition Team Charter
PURPOSE
To build a powerful team of COS Texas Veterans who use their expertise, knowledge and
commitment to our Country to advance COS Principles within private and public sectors of the
Lone Star State.
FOCUS
Strategies and implementation to drive positive outcomes in the following areas:
1. Veterans legislative voice
2. Veteran health and welfare
3. Veteran homelessness.
4. Constitutional defense of Veterans’ rights
5. State disaster response
6. Texas Veterans’ mission remembered

KEY ACTIVITIES / DELIVERABLES
Vets Voice
• Vets Voice Coordinator team to develop comprehensive communication tools targeting
legislators that effectively outlines the TXV mission to build awareness within the legislature of
Texas Veterans issues grounded in COS principles.
• Work with the COS Legislative Liaison team to advance bills that promote these issues.
Vets Heal
• Vets Heal Coordinator team to develop comprehensive communication tools targeting Texas
voters that builds awareness of Veterans health issues and what can be done about it.
• Identify areas of greatest need for Texas veterans and determine best ways to address that need.
• Evaluate established Veteran service organizations and identify areas of improvement.
• Take necessary action to improve those services.
Vets Off-The-Streets
• Vets Off-The-Streets Coordinator team to acquire or build a comprehensive database of
homeless Texas Veterans.
• Identify and evaluate the effectiveness of current efforts in major Texas metropolitan areas to
help Veterans get off the streets with all 1,800+ homeless Texas Veterans contacted.
• Develop COS driven programs to help homeless Vets where local programs are not effective.
• Work with Vets Voice Coordinator to influence local legislation to improve these efforts and
educate voting public in metropolitan areas with respect to the challenges for improvement.
• Recruit to COS with meaningful Coalition activities
Vets Constitutional Defense
• Vets Constitutional Defense Coordinator team to identify and categorize the major threats within
Texas and Nationally to citizens’ Constitutional rights, especially the Second Amendment.
• Develop and implement voter education about the threat to those rights.
• Work with the COS Legislative Liaison teams both in Texas and Nationally to develop and
replicate bills that protects Texas citizen’s rights.
Vets State Disaster Response
• Vet State Disaster Response Coordinator team to develop a comprehensive capability profile of
all TXV Coalition Volunteer Activists (VAs) and an inventory of available equipment.
• Work with Texas Emergency Management Council to obtain disaster readiness training for
Coalition VAs.
• Initiate outreach to Texas Veteran population for participation and recruitment into COS.
• Obtain authorization limits that define type and level of support TXV Coalition VAs can provide.
COS Fold3
• COS Fold3 Coordinator team to develop plan to use COS media experts to compile audio and
video records of Texas COS Veterans.
• Initiate outreach to Texas Veteran population for participation and recruitment into COS.
• Determine proper format for inclusion of these historic records in the Military Museum of Texas
and Fold3 Ancestry.

PERFORMANCE
All TXV Coalition members will have shared goals with respect to advancing the purpose stated in
the TXV Coalition charter. TXV Coalition Leader to identify and onboard six operational Coalition
VAs to serve as Coordinators in the Leadership Team within the first four months of startup.
MEASURES (Early Phase)
Vets Voice
• Vets Voice Coordinator adds two Coalition VAs within the first two months after onboarding.
• Key Veterans issues identified within the first six months of onboarding.
• Draft communication package to state legislators completed within six months.
Vets Heal
• Vets Heal Coordinator adds two Coalition VAs within the first two months after onboarding.
• Veteran’s key needs identified within first four months of onboarding.
• Process for evaluating Texas Veteran service organizations developed within first six months.
Vets Off-The-Streets
• Vets Off-The-Streets Coordinator adds two Coalition VAs within the first two months after
onboarding.
• Develop or acquire database of all homeless Veterans in Texas within first six months.
• Begin development of programs to address the key issues arising from the analysis.
Vets Constitutional Defense
• Vets Constitutional Defense Coordinator adds two Coalition VAs within the first two months
after onboarding.
• Begin work to identify and categorize individuals and organizations that represent major threats
to the Constitutional rights of Texas citizens with special focus on the Second Amendment with
the first six months.

• Develop working relationship with COS Legislative Liaison team and TPPF within the first six
months.
Vets State Disaster Response
• Vets State Disaster Response Coordinator adds three Coalition VAs within the first two months
after onboarding.
• Reach out to the Texas Emergency Management Council to determine how this COS initiative
can support established emergency response groups.
• Initiate a statewide recruiting effort for VAs and Texas Veterans who have the ability and skills
to participate.
COS Fold3
• COS Fold3 Coordinator adds two Coalition VAs within the first two months after onboarding.
• Reach out to COS media specialists to determine how best to capture Veteran interviews that
will become part of Texas historic record.
WORK PROCESSES
The Texas Vets4COS Director must play a key leadership role in ensuring Coordinators of these six
very diverse projects communicate with one another and share resources and are able to access
outside resources. As with all COS Coalitions, the primary source of manpower comes from the VAs
within the various HDs across the State. However Veteran volunteers should be actively recruited
as VAs for COS, when possible, or asked to participate in the project of their choice.
The projects will rely heavily on the input from various state and local civic organizations for
information and, thus, the COS State Director working with the Texas Vets4COS Director will need
to work closely to acquire/collaborate with outside resources.
MEETINGS
The TXV Coalition Leadership Team will meet bi-monthly via a dedicated TXV Slack Channel, Zoom
or other communication means to review progress within each Coordinator’s area, share learnings
and improvement opportunities and develop/revise plans for the next three rolling months. Weekly
communication will occur among Coordinators, VAs and other Key Interfaces via phone, Slack,
ZOOM and email. Due to the high-profile nature of Veterans activities, it will be important that the
Social Media Coordinator establishes an active COS web page and an external FB page that
communicates the mission and progress of Texas Vets4COS.
