Texas State Representative Rick Miller will once again lead the charge in the Texas House of Representatives to rein in the abuses of the federal government by authoring the Convention of States resolution.

The resolution, exactly the same as the 84th session's House Joint Resolution 77, calls for an Article V Convention of States limited to proposing amendments to the United States Constitution that:

- impose fiscal restraints on the federal government

- limit the power and jurisdiction of the federal government
- limit the terms of office for its officials and for members of Congress

That Texas State Representative Rick Miller would step forward to lead the Texas House in a serious call to rein in the federal government is not only of no surprise, but demonstrates the patriotism which exemplifies his career of service to our nation.

In 1968, Rick graduated from the United States Naval Academy with a Bachelor of Science degree.  He then went on to earn a Master of Science degree in National Resource Strategy from the National Defense University.  There, he studied in the Industrial College of the Armed Forces.

Rick Miller received flight training in Pensacola, FL, preparing for his duty station on the USS Independence, piloting LTV A-7 Corsair jets.  He advanced to the rank of captain, and held leadership positions on carrier-based squadrons and at the Pentagon.  It was at the Pentagon that Captain Miller worked with the Joint Chiefs of Staff and the United States Secretary of the Navy.

Captain Miller received multiple military awards, including the Defense Superior Service Medal, the Meritorious Service Award (twice), and Navy Commendation Medal and Legion of Merit (three times each).

From 2007 to 2011, Rick Miller served as the Chairman of the Fort Bend County Republican Party.  In 2012, Rick was elected State Representative for Texas House District 26.  During his first session, the 83rd Texas Legislative Session, Representative Miller proved himself a staunch pro-life supporter, including co-sponsoring Texas House Bill 2 (HB 2), requiring stricter medical safety and licensing for abortion providers.  This is the bill that the United States Supreme Court ruled unconstitutional on June 27, 2016, effectively nullifying Texas' sovereignty regarding basic health care safety standards.

Prior to the 84th Texas Legislative Session, Representative Miller actively sought out leadership in the newly organized Convention of States Texas team, eager to offer his help wherever, and whenever, needed.  He quickly stepped up to lead his fellow House members when he agreed to be the primary author of House Joint Resolution 77 (HJR 77), the Convention of States resolution.  Through his leadership, and his passion for Liberty, HJR 77 wended its way through the obstacle laden Texas House of Representatives, culminating in passage of the bill on May 14, 2015, by a vote of 80 in favor, 61 opposed.

Upon the close of the 84th Texas Legislative Session, with HJR 77 still mired in the Senate State Affairs committee, Representative Miller immediately began working a strategy to bring the Convention of States resolution to the Texas House again in 2017 during the 85th Texas Legislative Session.

We are blessed and privileged to have a man such as Representative Rick Miller leading our noble cause in the Texas House of Representatives.  Captain Miller's Navy call sign is “Bullet”; you may hear Convention of States supporters and volunteers simply refer to him by that call sign.  When he takes to the Texas House floor, often referred to as the House “chamber”, you may even hear some volunteers proclaim “the Bullet is in the Chamber!”

Please remember to lift Representative Rick Miller up in prayer as he again fulfills that oath he first took so many years ago, which states in part that he “will support and defend the Constitution of the United States against all enemies, foreign and domestic; that I will bear true faith and allegiance to the same.”  Once a warrior, always a warrior - our Convention of States leader, and our friend, Rick “Bullet” Miller.
