The Senate met at 11:06 a.m. pursuant to adjournment and was called to order by
President Pro Tempore Hancock.
The roll was called and the following Senators were present: Alvarado,
Bettencourt, Birdwell, Blanco, Campbell, Creighton, Eckhardt, Flores, Gutierrez,
Hall, Hancock, Hinojosa, Huffman, Hughes, Johnson, King, Kolkhorst, LaMantia,
Menéndez, Middleton, Miles, Nichols, Parker, Paxton, Perry, Schwertner, Sparks,
Springer, West, Whitmire, Zaffirini.
The President Pro Tempore announced that a quorum of the Senate was present.
Pastor Eric Moore, Summit Worship Center, Austin, offered the invocation as
follows:
O God most mighty, O God most merciful, O God our strength, and
our song, You call these leaders to serve the public, promote justice, and
establish peace in our land. We lift before You all who govern and serve our
nation through this body, its Senators and its staff. Bless these servants with
collaboration in this holy experiment. We ask that You will grant them unity
to work together for the good of Your creation. Give to those whom we
entrust with authority the spirit of wisdom and understanding. Guide them
with the spirit of counsel and insight. Grant them a spirit of knowledge.
Grace them with Your presence. For You show us a vision of a tree whose
leaves are for the healing of the nations. May that tree take root here,
bearing fruit in the hearts and work of these servants. I pray this through
Your holy name. Amen.
Senator Whitmire moved that the reading of the Journal of the proceedings of the
previous day be dispensed with and the Journal be approved as printed.

PHYSICIAN OF THE DAY
Senator Flores was recognized and presented Dr. Diana Cook of Round Rock as
the Physician of the Day.
The Senate welcomed Dr. Cook and thanked her for her participation in the
Physician of the Day program sponsored by the Texas Academy of Family
Physicians.

SENATE RESOLUTION 335
Senator Hancock offered the following resolution:
WHEREAS, The Senate of the State of Texas is pleased to recognize the
outstanding Texans who have served our nation with distinction and who have been
awarded the National Medal of Honor for their exceptional contributions to our
country; and
WHEREAS, The Medal of Honor is the United States Armed Forces
’highest
military decoration and is awarded to American soldiers, sailors, marines, airmen,
guardians, and coast guardsmen who have distinguished themselves by acts of valor,
conspicuous gallantry, and intrepidity at the risk of life above and beyond the call of
duty; and
WHEREAS, An estimated 40 million people have served in the United States
Armed Forces since the Medal of Honor was established under President Lincoln
during the Civil War, and fewer than 4,000 individuals have received this prestigious
honor since it was first awarded 160 years ago on March 25, 1863; and
WHEREAS, Today, there are 65 living recipients of the Medal of Honor across
the United States; the 10 Medal of Honor recipients who call Texas their home are
Patrick Brady, Flo Groberg, Sal Giunta, Michael Thornton, Jose Rodela, Ty Carter,
James Fleming, Dakota Meyer, Robert O
’Malley, and Clarence Sasser; these loyal
Americans rose above and beyond the call of duty to aid their country in times of
need, and they have each demonstrated extraordinary bravery, patriotic spirit, and
commitment to defending the nation; and
WHEREAS, Texas will soon be the home of the National Medal of Honor
Museum, which will be opened in Arlington in the spring of 2025; Americans from
across the country will have the opportunity to learn about the history and
significance of the Medal of Honor and about those who have done their utmost
during military combat to protect America; these celebrated military veterans have set
a lasting example of courage and selfless service, and it is indeed fitting that these
treasured Texans and esteemed Medal of Honor recipients receive special recognition
for their valor and their service on behalf of their fellow Americans; now, therefore,
be it
RESOLVED, That the Senate of the State of Texas, 88th Legislature, hereby pay
tribute to our state
’s heroic military service members who have been awarded the
National Medal of Honor and extend to those in attendance at the State Capitol a
warm welcome and an expression of sincere gratitude to all; and, be it further
RESOLVED, That a copy of this Resolution be prepared as an expression of high
regard from the Texas Senate.
SR 335 was read.
On motion of Senators Menéndez and Birdwell and by unanimous consent, the
names of the Lieutenant Governor and Senators were added to the resolution as
signers thereof.
On motion of Senator Hancock, the resolution was adopted by a rising vote of
