PROCEDURE FOR HANDLING PAPER PETITIONS
At Convention of States Action we value each and every petition signer who joins our ranks.
Each signature represents a patriot who is committed to restoring self-governance in America.
In order to protect the privacy of our petition signers, and to ensure that their signatures are
properly documented and delivered to their legislators, please follow this procedure when
handling paper petitions.
Main Process. Please use this process for handling paper petitions that you or your team
collect. If you have old paper petitions that have already been input into CitizenBuilder, please
see the Existing Petitions Process below. If you have more than 30 petitions and would prefer to
mail your petitions, please see the optional Bulk Petitions Process below.
1. Verify to the best of your ability that the signature is genuine. If you have doubts about
the genuineness of the signature, please don’t process it.
a. Common examples of invalid signatures include: a person signing on behalf of
someone else (e.g. someone signing on behalf of their spouse or child), a person
refusing to give their real name (e.g. signing as George Washington, or some
other historical or fictitious person), or a person who doesn’t seem to
understand what they are signing.
b. You don’t need to ask for ID or try to research the person. Just use your best
judgment and look for obvious red flags.
2. Input the data from the petition(s) into CitizenBuilder within two weeks of collecting the
petition.
Navigate to the Events petition Page (https:%%//%%conventionofstates.com/
event_petitions), sign in with your CB account, and fill in each signers’ information on
the form.
a. Please make sure to scroll down to the bottom of the form (below “Send to My
State Legislators”) and fill in the Event Name box. When listing the event name
please use this format: [State Initials] [Year] [Event Name] (e.g. CA 2023 Ramona
Gun Show).
3. Scan or take a legible photo of each petition.
4. Email the scanned petition(s) to <paperpetitions@cosaction.com >within two weeks of
collecting the petition.
a. Please put the following in the subject line of the email: [State Initials] [Year]
[Event Name] (e.g. CA 2023 Ramona Gun Show)
5. Shred the paper petition once you receive confirmation it has been received.
Existing Petitions Process. If you have been holding paper petitions which were processed
(input into CitizenBuilder) in the past, please do the following by June 30, 2023:
1. Scan or take a legible photo of each petition.
2. Email the scans or photos to paperpetitions@cosaction.com.

a. Please put the following in the subject line of the email: Old Petitions [State
Initials] [Year] [Event Name] (e.g. Old Petitions CA 2023 Ramona Gun Show)
b. Please include the name of any petition signers and the date they signed in
the body of the email.
3. Shred the old paper petition(s).
Bulk Petitions Process. If you have more than 30 paper petitions or are unable to make
arrangements within your team to scan and email the petitions, you may optionally follow this
process in place of the Main Process or Existing Petitions Process above.

the petition. Navigate to the Events Petition Page (https:%%//%%conventionofstates.com/\\
event_petitions), sign in with your CB account, and fill in each signers’ information on
the form.
a. Please make sure to scroll down to the bottom of the form (below “Send to My
State Legislators”) and fill in the Event Name box. When listing the event name
please use this format: [State Initials] [Year] [Event Name] (e.g. CA 2023 Ramona
Gun Show).
3. Mail the petitions to: Convention of States Action, 7670 Opportunity Road, Suite 205,
San Diego, CA 92111.
a. Please include a note indicating that the petitions have already been input into
CitizenBuilder and listing the state, year, and event name where the petitions
were collected.
b. If you are mailing petitions from multiple events, please separate them in the
package and include a separate note with the above information for each event.
