The monthly meeting for Convention of States Action (COSA) in southeastern PA was held in Plymouth Meeting PA on May 3rd, bringing together a large group of motivated patriots, including a lot of new faces.
The highlight of the meeting was Ruth Hoskins’ presentation, where she provided a superb overview of an Article V Convention of States. While most of those in attendance understand how a convention of states functions, many are not aware of its background:
- In 1786, the colony of Virginia was the first to call for a constitutional
convention to replace the Articles of Confederation.
- The 13 colonies sent delegates (known as commissioners) to the
constitutional convention in Philadelphia in June of 1787 to draft a new government structure.
- As the delegates met in Independence Hall to draft the constitution, they recognized the need to provide the states with a remedy should the federal government ever become tyrannical and unresponsive to the people. They included a clause in Article V that allows the states to bypass Congress and propose amendments. Article V was the only clause in the Constitution to receive the unanimous support of all 55 delegates (including Ben Franklin, George Washington, and Alexander Hamilton).
- After four months of diligent effort, the delegates finished drafting the
constitution in September 1787.
- By 1788, all 13 colonies had ratified the new constitution, creating the United States of America.
- In the modern era, there are fringe groups who oppose a convention of states because they fear that it could result in a runaway convention, including a repeal of the 2nd amendment. These groups argue that even the constitutional convention of 1787 was a runaway convention. The facts do not support this. **Professor Robert Natelson** traveled to the national archives in Washington, DC and studied the original commission documents for each of the 13 colonies. He has documented proof that the delegates sent to the constitutional convention in 1787 were authorized to scrap the Articles of Confederation and draft an entirely new constitution.
