This is a summary of the Leader's Call on Tuesday, November 23, 2021.
Legislative Update:
The special session ended last night with passage of a bill to prevent Kansas employers from terminating employees who refuse the C-19 injections. The Governor is expected to sign the bill. This is a significant victory for all Kansans. Despite the fact that most legislators have personally received the injections they heard from their constituents who will lose their jobs because they will not. The bill began as providing medical and religious exemptions to the shot and was amended to penalize employers for terminating employees who choose not to get the shot for any reason. This was a victory for individual liberty. Support for the bill fell along party lines passing 24-11 in the Senate and 77-34 in the House. Check the vote to see how your legislator voted and give them some feedback, one way or the other. Encourage the grassroots to do the same.
SCR1611 remains in the Senate Federal and State Affairs Committee for the 2022 session.
The largest hurdle in 2022 will be passing in the House. Some House members think COS can pass with 84 votes while others believe they need to change the current rule requiring a supermajority in order to pass with 63 votes. We want house members to be co-sponsors of a fresh COS resolution.
Kansas COS message to our legislators:
- The nation continues to slide deeper into tyranny and away from self-governance. The Constitutional role of the federal government existing to protect the inalienable rights of the individual is being replaced by a coup led by an unelected cabal of global elites, big tech, media, an entrenched Washington bureaucracy and a vocal wing of the Democrat Party. Individual rights are being sacrificed in the name of the pandemic, climate change and racism. Americans must stand up now to prevent a further erosion of our rights.
- While we can fight tyrannical acts like Biden's injection mandate with legislation and in the courts, a handful of defiant states and courts we cannot trust will not address the root cause. The only constitutional tool remaining to the states is Article V. The Tenth Amendment gives states the authority over powers not delegated to the federal government but it does not provide a solution or prevent the cabal from making our Constitution irrelevant. Article V is the only constitutional tool for Americans to reimpose limits on federal power and jurisdiction and put a stop to the coup.
- Kansas legislators are federal actors when voting on an Article V measure and their vote is not just for Kansas but the millions of Americans in California, Oregon, Maine and other liberty-repressed states. Their legislatures will not pass a Convention of States resolution. Kansas not having passed COS is an impediment to the national movement. Why should states like Michigan, Ohio, Pennsylvania and Virginia pass COS if Kansas, Iowa, South Dakota, Nebraska, Wyoming and Montana have not? Kansas legislators must act to take down the red state firewall.
Messaging for Legislators
· To a new legislator: “Congratulations, and welcome to your job as an officer of the US Constitution. Article V of that document makes you a member of its Board of Directors.”
· To a supportive legislator: “Did you know that your authority to propose amendments to the Constitution does not come from the Tenth amendment but from the original document?”
· To legislator whose position you don’t yet know: “Do you know that as a state legislator, you are an officer of the US Constitution with specific rights and responsibilities, and that one of them is to keep watch over our country and initiate amendments when Congress fails to do so?”
Report on Conversations or Meetings
Ask the grassroots to report back to you, then use the COSAction app and choose Report or use the Citizen Builder Dashboard, Tools, Action Reports to file your reports on these conversations so they get visibility. Or use SLACK, email or text Ben Terrill.
Employ these ground rules at all times with all legislators:
a. Personal (build relationships where they may differ with us, even if wrong)
b. Persistence (we’ll never give up!)
c. Professional (never lose our cool with them)
Captains/Volunteer Activists:
- Engage the grassroots in your district/region to contact their representative now and ask him or her to sign on as a co-sponsor of the COS resolution. We have 38,000 Kansans in the Dashboard. If we do not engage them we may as well have 38. Notify Ben Terrill of your legislator's responses to you and the grassroots. Use the COSAction app, post in #legislative updates in Slack or text/email Ben.
- Personally contact your legislators. Make a call, send a Christmas card, meet for coffee. Let our legislators know how they can make a difference.
- Get a meeting going in your district. Join with adjacent districts if necessary. Use the meeting to share what COS is all about and what we are trying to do. Invite more people to join the grassroots army.
- Consider a blockwalking campaign to find more COS support.
- Complete the District Captain Leadership Course at COS University over the holidays.
Attention Volunteers: If you do not have an active District Captain we want to bring you into the action. We want to engage everyone desiring to be a grassroots activist. The first thing is to bring all assigned Volunteers in to our Slack workspace to help them see what is happening and get involved. Sad News: This has been a hard month. We lost three friends in the past few days: Michael Omatsu, Volunteer in Olathe; Julie Harmon, wife of RC Tom Harmon in Garden City; and Debra Kidd, wife of RC Jim Kidd in Columbus. Also we heard that DC Beth Salmans lost her father. We pray God will comfort their families and friends in these days.
Be safe this week. Remember those who believe there is no way out of this mess.
