COS National Update:
We’ve come a long way.
The Convention of States Resolution has now been
filed in a whopping 49 states! Of those, 30 states
have passed through one committee or more. 25
states have passed on the floor of at least one
chamber, and 19 states have achieved final
passage. W
e’re working around the clock to drive
that momentum into the next legislative season!
The map below shows exactly where these major
victories have taken place around the country,
when each state’s legislative session will
commence, and a bird’s-eye view of party control,
post-midterms.
Today, over 5.3 million Americans, including tens of
thousands of new millennial recruits, have joined
the movement as supporters and activists, located
in every single state legislative district across the
nation.
In the coming year, we expect our actively filed
resolutions to grow dramatically as 43 legislatures
return to session in a couple weeks.

Utah Redistricting Update:
What happens when we take a national census?
As part of our heritage since 1790, we have done a
decennial census. As a result of this census,
population shifts, changes are noted, and
adjustments are made within the state and national
districts to reflect the current population. Some
come, some go. District borders change, the
district number Well, guess what? We just did
one in 2020 and now we are dealing with the
impact of the coming and going. Utah has new
districts, and we need to reflect those in Citizen
Builder to link you with the correct legislator and
district. Most of you will be affected.
Check out your new district and alert others that
they will have a new district as well.
Communication is key! Those of you with roles are
most affected by the changes. Citizen Builder is
being updated even as we write this. One critical
thing identified through the exercise is that
assignments are not always as they should be, this
is being corrected so some access may change. If
you are a DC or below, we do not assign your

region. You are in a state region, but it should not
be listed on Citizen Builder as you assign people to
a role. The other frequent issues are leaving the
Senate District on the assignment, although this is
provided by Citizen Builder, we do not use the
Senate District and it should be deleted when
making the assignment. This provides a much
cleaner record. If you are on the Follow up team
and cover larger areas, you may have Regions in
your assignment to allow you to see those people
who you are working with. There are a few roles
that require Regions such as State roles but for
ease of discussion, I am largely talking about RC’s,
DC’s, and VA’s here.

Legislative Liaison:
The Utah 2023 Legislative Sessions starts on
Tuesday, January 17, 2023 and goes to Friday,
March 3, 2023.
We are arranging for a trip to the capital to
meet with representatives and/or staff and
begin building relationships. Some of us have
relationships with our legislators and others
have not had that opportunity. It will be a great
activity. It will probably be a half-day excursion
with maybe lunch or a snack afterwards as we
share our experiences. This will be a good
chance for us to find out which legislators are
for COS, and which are not so we can start
helping to change their thinking, if needed.
This is the first step in a long process.

Favorite Hobbies: Walking, work out, and
writing
What brought you to COS (Your Why): After
years of looking for a solution to the problems
that face this country, I came across the COS
website and signed the petition and requested
more information.
It wasn’t till months later I
accidentally ran into Mark and Patty at a CPAC
event. They answered my questions and
concerns like only the Meckler
’s can and
invited us to the Leadership Summit this last
year. After meeting the people and seeing how
COS is being run,
I’m a convert to the cause
for life. Having spent my entire life working for
myself as a true entrepreneur at heart, I now
believe that what is needed is for government
to be run more like a business. We need more
entrepreneurs and fewer bureaucrats.
Let’s
remake our government in the image of the
free man.
Inspirational thought:
“Work like few people
are willing to work when you are young, and
live like few are able to when you are
old.”
More about You: Richard grew up in New
Jersey, one of the most liberal states, to come
to Utah to attend BYU, one of the most
conservative colleges in the country. After
getting a BA in Economics, Richard stayed to
complete a JD/MBA while he built his own real
estate investment and management
business. Millionaire by age 26. Met Michelle
and raised 5 children with her.
Richard has spent the last 30 years self-
employed, but now sees the federal
government as public enemy #1, soaking up
the wealth of our country through excessive
taxes, regulation, and irresponsible spending.
We must unite to reestablish a government “of,
for, and by the people” so that our children and
grandchildren can enjoy the same
opportunities we’ve had.
