COS National Update:
August 2-4, 2023,
Convention of States
Foundation will be hosting an Article V Simulated
Convention in Colonial Williamsburg, Virginia!
After an incredibly successful simulation in 2016
with representatives from all 50 states, one couldn't
foresee another simulation would be in the cards.
However, with the huge turnover in the state
legislatures since that event, this event will provide
a special opportunity for a new generation of
statesman to test-run this constitutional process
and paint a vision of what's possible.
From hearing their representatives introduce their
constituents' own amendments, watching live
debate on these amendments take place, and
seeing these amendments' passage, attendees will
have the firsthand opportunity to witness the
Founders' vision for a functioning republic play out
in real time.
Volunteers are encouraged to host watch parties
for the August 4 livestream. After the big event, we
are inviting COS teams to host town halls with the
commissioners so that they can share their
experience.
This Simulation will be remembered as a turning
point in our history and the Convention of States
Foundation movement, so we hope you'll join us!

We will be holding an In-Person Salt Lake County
COS multi-Utah House District (HD) and Regional
meeting at:,,Location: South Jordan Library,
10673 South Redwood Road, South Jordan, Utah
Date: August 9th (the 2nd Wednesday of each
month) Time: 7:00 to 8:00 pm

We want to be respectful of your time and just keep
it to an hour, but if you would like to stay longer and
chat that would be great.
This will be a group of likeminded people meeting
together to discuss our ideas on how to progress
the COS grass roots movement here in Utah,
utilizing COS volunteers and Article V of our
divinely inspired constitution. We will have some
lively
conversations about freedom and the love we
have for our country and constitution.

Utah Voter Integrity:
My anxiety about voter integrity led me to call the
Utah County offices and make some inquiries about
their voting security measures. I learned some
interesting facts that were helpful to me, and I
share them for whomever might be interested.
Utah is one of only a few Red States that still has
mail-in ballots. Our election is primarily done by
mail.
Here are some of the procedures that Utah has
implemented that minimize the risk of monkey
business.
1.
Ballots are only mailed to registered voters.
Same-day unregistered voters, must go through the
registration process and provide necessary
documentation to be given a ballot.
2.
Remote ballot boxes have surveillance
cameras 24/7. Most ballets are returned via USPS.
3.
Signature verification is employed, along
with other correlation measures between ballots
and envelopes, etc.
4.
The ballots are counted by machines not
connected to the internet.
5.
The ballots are counted in each separate
county, so no aggregating of ballots for counting at
a central location.
6.
The counting machines are tested for
accuracy prior to the elections, and there is an
auditing process to make sure the ballots and ballot
tallies match up, both on election day, and for the
pre-election test.
If individuals are interested, the county offers Tours
of the voting offices with explanations of the
process. At: www.utahcounty.vote \\
Information is provided about the dates and times
of the tours. Location is 100 E. Center, in Provo.
(Utah Co. Admin Bldg.). For those interested in
examining the ballot testing process, a
demonstration will be conducted at the Utah Co.
Admin Bldg. on August 11th at 10:00 am.
Apparently, the demonstration takes 2 hours, but
an observer can leave anytime.
The voting office number is 801-851-8128 if there
are more questions. I feel more comfortable about
our voting system in Utah after my research.

COS Utah had a booth July 15th and 16th at the
Sandy Expo Center. We had some great
volunteers attending and helping.

Be sure to contact your Legislators -
Elected officials represent our community and
our interests, so let them know who you are
and what you care about! Take time to
introduce yourself and your organization to
public officials serving your community
–
including both federal and state
representatives.
Make an appointment and discuss:
1- Their stance on Convention of States.
2- What Bills they are working on that COS
could possibly get behind and support.
3- Notify your District Captain, or Regional
Captain, or Legislative Liaison with the
results after contacting them.

Monthly Spotlight:
Name: Richard Fairbanks, I go by Rich.
COS Title: District Captain (HD)-54
City raised in: I grew up on the east bench of
Salt Lake City during the “happy days”.
City current living in: Highland, Utah
Favorite Hobbies: I enjoy reading philosophy,
psychology and religion, playing golf.
What brought you to COS (Your Why): A
friend introduced me to COS and I saw it as a way
for me to get involved in politics, and be an
influence for good in turning things around.
More about you: I went to BYU, I played
baseball for BYU, minor league baseball for 2
years. Ended up in Minnesota for 34 years, then
returned to live in Highland. I was a financial
consultant for 44 years.
I am married, have 4 children, 20 grandchildren and
3 great-grandchildren.
Inspirational thought: In life, at any moment,
on any issue: it is the worst of times, and, it is the
best of times.
There are problems, and opportunities.
What I see is what I get. What I focus on becomes
my reality.
Ultimately, and always, it’s my choice.
