The “runaway convention” myth began as a disinformation campaign by the liberal establishment in the mid-20th century. Today, a fringe group of conservatives and liberals still maintain that an Article V Convention of States could somehow “run away” and totally rewrite our Constitution.
Anyone familiar with the text, intent, and history of Article V can see through these lies. But Terry Kramer went a step further.
In a recent committee hearing in Montana, Terry outlined the five reasons an Article V Convention of States could never “run away.”

According to Prof. Rob Natelson, there are multiple, overlapping safeguards that would prevent a Convention of States from making any unauthorized changes to the Constitution:
- The Convention is limited by the scope of the call
- Commissioners are appointed and limited by instructions from state legislatures
- All proposed amendments are subject to ratification by the states
- State ratification process requires 38 states to approve
- State nullification might be used to nullify proposed amendments
The Article V process is effective and safe. It's the only way to limit the power of the federal government, impose fiscal restrains on Congress, and mandate term limits for federal officials.
It's the Founders' solution to an out-of-control national government, and it's time we stopped believing the lie of the “runaway convention” and called a Convention of States.
