Article V Working Group Rollout Plan
1. Schedule meeting to discuss/brief to all DCs/RCs/LLs the specific documents and explaining the
purpose of each. Field questions relating to talking points. (Can be done via the Monday LL
Meeting held at 7pm)
2. Publish meeting recording for future reference.
3. Publish talking points memo to “General” and “LL” Slack Channels.
4. Encourage DC/RC/LL participation in Delegation Meetings to brief and provide hard copies of the
“Legislator Package” for each Legislator present for the meeting.
5. Encourage DC/RC/LL for each District to schedule meetings with respective Legislators to seek a
sponsor for the Senate and House.
6. Schedule additional follow-up meetings with Legislators that DCs/RCs/LLs report as being
interested in further information/sponsorship.
Article V Working Group Rollout Plan
Talking Points
The combined documents represent a compilation of data from diverse sources, intended to afford the
Florida Legislature with a launching point for the creation of a “Florida Plan” to ensure the fair, legal, and
“we the people”-centric execution of any pending or future Article V Conventions of the States.
This proposed action further intends to place Florida at the forefront of the currently called Article V
Convention, with a focus on Florida leading discussions from a position of success borne of the Will,
Fortitude, and Policies of Florida Legislature over the last 5 years.
It is expected that the Florida State Legislature, having called for a Convention of the States, would be
interested in assurances that Florida would be pre-positioned to take a leadership role within a pending
Convention, and thus would be interested in establishing process and protocols for the preparation and
execution of any such Convention.
The supplied documents are intended to provide the following benefits:
1. ARTICLE V WORKING GROUP WHITE PAPER: Regarding Development of an Article V Working
Group: Provide the Legislature with information regarding the Charter/Development of a
formally appointed Working Group charged with developing a comprehensive portfolio of
potential Constitutional Amendments, and the corresponding rhetorical support, for
formalization into an approved “Florida Plan” which may serve as the formal “State of Florida”
positions which appointed delegates are required, in accordance with Attachment A, to faithfully
represent.
2. ATTACHMENT A – Model Resolution Pertaining to the Selection and Management of State
Delegates to an Article V Convention of States: Provide the Legislature a draft model for the
development of State Law governing the conduct of Delegates empowered by the Legislature to
represent the State of Florida at any Article V Convention of States.
3. ATTACHMENT B - Sample Florida Plan: Provide a sample of pre-socialized Amendment proposals,
intended to act as a primer regarding what “could” be done via an Article V Convention of States,
under the current call for a Convention, and to demonstrate what Floridians have already
identified as issue that they would like to see addressed by the State Legislature at a future
Convention. Lastly, this is intended to provide a sample as to what a prospective “Florida Plan”
might look like, ensuring that Florida delegates are prepared to take a leadership role at any
Convention, as opposed to merely responding to the actions of other delegates. Any “Florida
Plan” may be initially developed under an Article V Working Group as described in Attachment B.
