Hawai'i holds combined federal, state-wide, and local (county) elections in even numbered years. Hawai'i does not conduct a presidential preference primary election, those are run by each political party in Presidential election years.
The Hawai'i Primary election is held on the second Saturday in August (August 10, 2024).
The Hawai'i General election is held on the first Tuesday after the first Monday in November (November 5, 2024).
Election Observers
Everyone behaves better when they are being watched. And everything works better when watched. It's the muscle behind fairness, accuracy, and transparency.
Convention of States Hawai'i Action is looking for liberty loving supporters that are willing to become election workers for the 2024 Hawai'i Elections (Primary & General).
The State Office of Elections and County Elections Divisions cooperatively administer elections in Hawai'i.
State Office of Elections
The State Office of Elections, based on the island of Oahu, is responsible for federal and state elections. The office manages candidate filing, the printing and counting of ballots, and voter education.
Counting Centers
Counting Center Operations is a section of the Office of Elections responsible for processing, tabulating, and disseminating election results in an accurate and timely manner, statewide. The counting center is a secure area, and only persons authorized by the Chief Election Officer shall be permitted. Statewide Counting Center Manager is the Counting Center Section Head who directs the operations of the four counting centers. County Elections Divisions serve as advisers and management assistants to the Neighbor Island Counting Center Managers.
There are six work areas within the Counting Center: Ballot Opening, Duplication, VBC Processing, Scanner Stations, Count, and Manual Audit.
There are key roles in the conduct of the election, filled by citizens.The volunteer positions for Hawai'i elections are:
Ballot Opening: This team opens the ballot return envelopes and removes the ballots for counting.
Duplication: This team tracks defective ballots and recreates one-for-one duplicates to count.
Manual Audit: This team confirms the election results ensuring the accuracy and integrity of the voting equipment.
Official Observer: As the “eyes and ears” of the public, Official Observers test the voting equipment, monitor the handling of ballots, and ensure Counting Center Officials follow standard operating procedures.
VBC Processing: This team controls the counting, tabulation, and security of the voted ballots.

County Office of Elections
There are four County Elections Divisions, each operated by the respective counties: Hawai'i, Maui, Kauai, and City & County of Honolulu. The County Elections Divisions are responsible for county elections. Each County Elections Division manages voter registration, the mailing and receipt of ballots, and in-person voting at several designated Voting Service Centers (VSC).
VSC Operations
Voters complete “Application for Voting and Registration Form”.
Election staff verify information provided on application and confirm voting status and data with the Hawai'i State-wide Voter Registration System.
Process updates to voter registration/record if needed.
Provide voting machine services for persons with disabilities and general voters.
Receive the return of absentee ballots and Election by Mail ballots.
Provide all other voting services as provided by law.
Perform any other purposes the Chief Elections Officer or Clerk may deem necessary if a disaster or other exigent circumstances may occur.
Official Watchers
Watchers (aka Observes) watch the elections operations at the VSC. Any violation of the election law observed shall be communicated to the County Clerk or designee.
Per HRS §11-77 - Each qualified political party shall be entitled to appoint no more than one watcher who may be present at any time at a voter service center. All watchers serve without expense to the county and shall be registered voters.
