Bill which defines how delegates and alternates to an Article V convention will be selected and controlled. Delegates and alternates are selected by the House and Senate from their members, with 3 of each from the House and 2 of each from the Senate.
Resolution which rescinds all pre-existing Article V applications, except for HCR 31 (for balanced budget - 1977), and imposes an automatic sunset of 8 years on any Article V application submitted during or after the 2017 session (this includes SJR 2).
