Almost everyone knows our federal government is on a dangerous course. The unsustainable debt combined with crushing regulations on states and businesses is a recipe for disaster. Citizens for Self-Governance launched the Convention of States Project to call an Article V Convention of States to propose amendments to the U.S. Constitution that impose fiscal restraints, term limits, and limitations on the power of the federal government. Tennessee passed SJR67 on February 4, 2016, calling for this Article V amending convention. Fourteen other states have passed the identical resolution, and it is being considered in legislatures across the country, Since 2016, we have new lawmakers elected that may not know about COS or Article V of the Constitution, and the differences between an Article V convention of states and a constitutional convention. Still others are confused or misinformed about the differences between the Convention of State Project and other groups who propose to use Article V to amend the U.S. Constitution, such as George Soros’ Wolf-Pac, U.S. Term Limits, or the Balanced Budget Amendment Task Force.  Each of the latter groups propose single, subject resolutions that cannot address the vast problems our country faces. . The Convention of States is a non-partisan, grassroots movement meant to restore decision-making to the state and local levels. Our goal is to create the largest army of constitutionally literate self-governing citizen activists who want to restore the Constitution, not destroy it. There are several myths circulating about a Convention of States including that an Article V Convention is a “Constitutional Convention” or a “Con-Con”, that a convention will rewrite the Constitution, that Congress controls the convention, and that there are no safeguards from rogue delegates or big money influence. Another untrue story is that COS Project is funded by George Soros, the Koch Brothers, or some other wealthy puppeteers. None of these myths is true. I would be happy to meet with you to address these untrue statements. Adversaries use fear and unfounded accusations about COS Project. COSP is a completely grassroots movement with citizens who volunteer their time and use their own funds to engage in self-governance. ** ** You and the Tennessee legislature are responsible for convention rules and for control of the commissioners sent to represent Tennessee and for the Convention of States process.  Proposed amendments must fall within the scope of the resolution (SJR67) and commissioner instructions are up to you. Tennessee's faithful commissioner law was a good start but did not go quite far enough. We, as citizens, would like to work with our elected representatives to propose legislation to control the commissioners representing Tennessee at a convention.  Tennessee can lead and be the model for other states who want to develop a process for their commissioners.   Our country is in dire straits, and we need a convention now more than ever. Thank you for your service to the people of our district. Sincerely,
