    * Petitions Signed (Minimal Value if There is No Constituent/Legislator Interaction)
    * Volunteers Recruited
      * Willing to Call Legislators
      * Willing to Meet w/ Legislators
  * Facilitate Constituent Calls to and Meetings with Legislators
  * Recruit/Utilize Activist Legislators
    * Access to Other Legislators
    * Ability to Influence Other Legislators
  * Focus:
    * Undecided (R’s, D’s)
    * Untouched (R’s, D’s0
    * Opposed D’s (They Usually Have a Lack of Knowledge of Article V as Opposed to Having an Informed Decision
  * **All of the Above Strategic Elements Must be Pursued Year-Round**
