Congress must set the date and time for the start  of the convention. It has no other discretion.  The convention drafts language for proposed amendments on the topics specified by the state applications. One state, one vote. When 38 states ratify an amendment proposal,  it becomes part of the Constitution. **Our Plan:\\ **Remember when “we, the people” had the power? \\ Well, thanks to Article V, we still do. We are currently\\ appointing district captains from 75% of the state house\\ legislative districts in at least 40 states to each recruit\\ 100 people from their respective districts. In turn, these\\ 100 individuals will call or write their state legislators,\\ voicing their support for the COS Project.
