We have over 33,000 petition signers who can influence our legislators, and the State Leadership team has been actively involved in meeting with and educating legislators. **RELEVANT:** Why is this goal necessary and important? 1) and 2) We need to extend or eliminate the sunset clause so we do not have to re-introduce the Resolution in a future legislative session. Also, by having the next step, the Faithful Commissioner Resolution, accomplished it will show our supporters and everyone else that we are here for the long term and that our mission is ongoing. 3) Our leadership team size has not kept pace with the increase in supporters. We cannot effectively succeed at any other goals without an increase in active and engaged volunteers. **TIMELY:** When will you achieve this goal? 1) and 2) By the close of the Missouri Legislative Session in May, 2020. 3) By January, 2020. //**This goal is important because:**// The State of Missouri passed the Resolution to call an Amending Convention on May 12, 2017 with a five-year sunset clause. The next step in the process is to pass a Faithful Commissioner Resolution. The latter was attempted during the 2019 legislative session but because of so many other items on the legislature’s agenda (carried over from 2018) we were not successful. //**The benefits of achieving this goal will be:**// Of the 197 senators and representatives in 2019 63 were new to their positions and we spent a good deal of time educating them about the Convention of States. All of the representatives and some of the senators will be up for re-election in November, 2020. Once the 2020 session is active we can include links to the legislators and request our supporters to contact their representatives. > > B) Before the beginning the of the Spring legislative session we can resend the ‘For Legislators; Information Page which Gwen Lanzer developed to all legislators when they may have more time to review it. > > C) By assisting the State Leadership Team in promoting Tele-Townhalls specifically for the legislators while they are out of session. 3) We plan to increase our Leadership Team, including District Captains, by engaging them in following the individuals in their districts who are declaring their candidacies for the November, 2020 general election. Since the Missouri Secretary of State will not have official filing details until well into the Spring of 2020, we propose to develop a network of ‘reporters’ in all 163 Missouri House Districts who can report to the SCC about these potential candidates. > A) The SCCs will contact each District Captain and gauge their capability and wiliness to garner information and report same back to the State Leadership. If they are unwilling or unable we will contact any DC Team members available and lastly volunteers (with confirmed accounts) in that district to see if they are willing to be the local reporter. We will focus on Volunteers for any district without an active District Captain and/or DC Team member. For those districts with none of the three types of volunteers designated, the SCC team will attempt to fill in the gap. If we can get a Grassroots Team in place, we can hand off some of this responsibility to them and assist as needed. > > B) Once the Missouri Secretary of State has the information available, we will process and provide current information to the State Leadership Team for all official candidates for office using the system which was developed two years ago. > > C) Promote COS through assisting at town halls, developing news articles and interviews in the monthly newsletters and publishing blog posts. **MEASURABLE:** How will you know when you have reached your goal? 1) and 2) Open rates on emails, responses from supporters confirming interactions with legislators and legislator engagement in the Tele-Townhalls. 3) > A) If we can get half of the 163 House Districts engaged in ‘politician reporting’ we will be content with a good beginning. > > B) When the filing period is closed and we have fully updated our candidates’ records. **ACHIEVABLE:** Is this goal realistic? 1) and 2) Yes 3) A) Guestimate: 50/50 chance of success through 2020. A) Organizing the Capitol Surge Day event. B) Organizing town halls specifically for the legislators > C) Providing the Grassroots and Communications Teams with any information about upcoming legislative activities. 3) Support the Grassroots Team by providing assistance with events A) Organizing town halls, fairs, social gatherings, etc. B) Setting up speaking engagements/presentations C) Increasing legislator interactions (Meet and greets, public events) **MEASURABLE:** A) Number of appearances B) Number of new petition signers, volunteers and leaders. We need to gain visibility, educate all of them and show them that we are in this fight for the long haul. **TIMELY:** For all three goals, we need to have as much interaction prior to the start of the Spring, 2020 legislative session. However, the efforts must continue throughout the session and beyond. **RESPONSIBLE PARTIES:** Brett Sterley, Rodney Huckleberry, Joan McDermott, Gwen Lanzer. - 2019 Missouri State Strategy SWOT Analysis **Strengths** * Missouri has a core team of talented, involved servant leaders. * Missouri is a Red State which means our messaging has a good chance of being received well. * We have leadership support in the House and the Senate. * Legislators have been receptive to the education we have provided them. * Our team has a very good reputation in the State Capitol including, the Governor’s Office. * History and facts are on our side. * Missourians are hungry for a solution to the failures of the federal government. * We have strong technology platforms in place to help accomplish our mission. * We are gaining more nationally known personalities as endorsers. **Weaknesses** * It is difficult to find volunteers who will stay engaged and act when called upon. * Many of our past strong supporters have withdrawn and are no longer active. * Conservatives tend to be fragmented and difficult to unite behind a single cause. * The public education system has largely failed in educating students about our Founding Principles. * It is much easier to be complacent than to step up. * Pop culture and the media push a radical, big government narrative. Most media outlets will not help us spread the message. * Our largest population centers are ideologically opposed to a smaller government. **Opportunities** * A majority of citizens are frustrated by federal government action and inaction. * Many Missourians do not feel they are represented by either party. * The Constitution is being discussed more now than in decades. * We have a wealth of training and educational materials to share with volunteers, supporters and the general public. * There are several events to participate in and community-outreach opportunities. * Most of our legislators have an open door policy and are accessible to our team. * We are moving into an election season where we can interact with candidates. * Candidates who do not make it through the General Election can be recruited as new team members. **Threats** * We have opposition from a few long time Conservative groups. * Politicians are focused on re-election. They will change votes if the grassroots do not stay involved. * The Left is very good at crafting a narrative. * It takes more effort to change hearts and minds than it does to appeal to emotion. * We have the Sunset Clause looming on 5/12/22. That must be removed. * We face key opposition in the Senate who will shut us down unless we can reach him. * Supporter apathy will continue to be a challenge we have to deal with. * Not having a clear vision and learning program will cause volunteers to walk away. **Tactics** Capital Strike Team **Purpose:** To organize volunteers who can visit the Capitol often, engage legislators, attend committee hearings and votes. **Department:** Legislative Strategy **Program details:** Focus on volunteers and petition signers who live within a 45 minute radius of Jefferson City. The Program Manager will divide the supporter list for MO-60 and distribute to the volunteers to contact. During this process, we should look for volunteers who want to help with Phase 2. We will need 20-30 volunteers for Phase 2. **Phase 1:** Contact all volunteers and petition signers residing in MO-60. **Phase 1 Deadline:** 8/30/19 **Phase 2:** Contact all volunteers and petition signers in districts adjacent to MO-60. **Phase 2 Deadline:** 11/30/19 **Program Manager:** Carol Hurley (DC MO-60) **Phase 1 Volunteers:** Todd Talcott, Joan McDermott, Linda Behle, Tom and Melissa Groves. Leadership Development **Purpose:** To develop engaged leaders who will spread the COS message and utilize our technology platforms and COS educational materials. **Department:** Grassroots Growth **Program details:** This team will work hand in hand with the Follow Up Team to guide volunteers through the on-boarding process. This team will coordinate training with the Regional Training Team. **Deadline:** Ongoing **Program Manager:** TBD **Volunteers:** SGC, SGC Team, DC, Regional Training Team Event Planning **Purpose:** Identify opportunities where COS volunteers can interact with the public. **Department:** Grassroots Growth **Program details:** Research fairs and shows that are worthwhile for the MOCOS team to be an exhibitor. Evaluate the event’s alignment with COS and our mission, attendance, adequate volunteer support and cost. Identify groups and organizations for the MOCOS team to present to. The Event Planning Team is responsible for: research, event coordination, event compliance, registration, promotion, staffing, promotional materials and post-event follow-up. **Deadline:** Ongoing. 1st event successfully completed by 11/30/19. **Program Manager:** State Event Team **Volunteers:** EPT, DC, Comms Team, RC Team Legislative Education **Purpose:** Provide continuing education to existing legislators, orientation to new legislators and manage contacts with candidates. **Department:** Legislative Strategy **Program details:** Communicate the COS message, provide educational materials, correspondence, talking points and responses to opposition to current, new and prospective legislators. Support the Capitol Strike Team and volunteers traveling to the State Capitol to meet with their legislators. Conduct surveys of candidates, collect and evaluate results. **Deadline:** Current Legislators: 5/31/20, Candidates: 7/31/20, Elected Legislators: 12/15/20 **Program Manager:** LL Team Member **Volunteers:** LL Team, SD, RD, National Legislative Strategist, Lobbyist Follow Up Team **Purpose:** Provide the first contact a new supporter and initiate the on-boarding process. **Department:** Grassroots Growth **Program details:** Contact a new supporter within 48 hours of profile build. Coordinate successful handoff to the prospect’s DC to complete on-boarding.
