Non-COS Legislation/Issues Process 

I.

State team selects bills for consideration 

a. Criteria for bills/issues to support: 

i. Relates to the core principles of federalism 

ii. It involves a significant impact on the rights of citizens to govern

 themselves 

iii. Directly involves civil liberties or fundamental rights 

iv. High probability of passing 

b. Criteria for bills/issues to oppose: 

i. In contradiction to:  

1. The core principles of federalism 

2. Significant negative impact on the rights of citizens to govern

 themselves 

3. Directly involves civil liberties or fundamental rights 

c. Select 1-3 bills/issues for COS support or oppose 

i. For each bill, determine 

1. Sponsors and co-sponsors 

a. Are any COS supporters? 

b. Are any COS opponents? 

2. Potential committee the bill will be assigned to 

a. Committee chair 

i. Support or opposed to the bill? 

b. Committee members 

3. Potential organizations supporting the bill 

a. Opportunity for cooperation?

II. Complete the Non-COS Legislation proposal PDF for each bill 

a. Follow the proposal format:   

i. Type of proposal (bill/issue/COS-related legislation) 

ii. Issue/Bill Topic 

iii. Summary of Issue/Bill 

iv. Support or Oppose? 

v. Bill/Resolution number and title 

vi. Sponsor/Author 

vii.URL link to bill 

viii.Reason for COSA involvement 

ix. Assurance that the advocacy would not involve any out-of-pocket 

expenses to COSA. 

x. Strategy to support/oppose at the time of proposal (defining the conflict) 

xi. Potential other groups/organizations with whom to partner 

xii.Known groups/organizations in support of/opposition to the proposed 

COSA position 

xiii.Analysis of support or division on the issue among the COS state team, 

including any state leader’s personal (non-COS) involvement and efforts 
regarding the issue or bill and the impact on COS, if any. 

xiv.Analysis of any concerns about partnering with other groups/

organizations 

xv.COS Action tools to be used 

III. Submit to your Regional Director for approvals 

a. Regional Director slacks PDF to Paul Phillips signifying RD approval

i. Recruit and train activists for committee testimony 

ii. Coordinate testimonies to avoid duplication and provide an integrated 

argument
