I have been notified the metered parking on capitol grounds is, for the most part, marked reserved at this time with only a small number of spots available to the public.  Parking is available at Laidley Field, 1549 Piedmont Rd, Charleston, WV, 25311, with shuttle normally running to the capitol every 30 minutes.  However, with Monday, January 16 being a national holiday, I cannot confirm the shuttle run.  Capitol security has advised we confirm with the guard located in the guard shack on Greenbrier St. tomorrow, if necessary.

With alternative parking being a possibility, arriving in Charleston earlier is advised.
